Clad in a\u00a0bright, lime green baseball cap with \u200b<span>\u201c<\/span>FREEZE THE RENT\u201d lettering, Dufour handed a\u00a0petition to a\u00a0young Black woman, who, bracing the clipboard against her door frame to sign, had just recounted Dufour\u2019s pitch to\u00a0perfection.<\/p><p>Read more <a href=\"https:\/\/summitrelocationtimess.com\/?p=157\">Why Some Unions Are Joining the Call to \u201cFreeze the Rent\u201d<\/a><\/p>\n<\/div>\n<div>\n<p>Both Dufour\u2009\u2014\u2009and now the woman she just recruited to the cause\u2009\u2014\u2009are among a\u00a0group of more than <span>20<\/span>,<span>000<\/span> New York City tenants pledging to vote for Zohran Mamdani in the Democratic primary on Tuesday, June <span>24<\/span>, in large part because he is the only mayoral candidate unequivocally backing the call for a\u00a0four-year freeze on increases in rent-stabilized\u00a0apartments.\u00a0<\/p>\n<p>This call is coming from New York State Tenant Bloc, a\u00a0<span>501<\/span>(c)(<span>4<\/span>) launched by housing justice groups this year to champion renters\u2019 electoral\u00a0interests.\u00a0<br\/><\/p>\n<\/div>\n<div>\n<p>Since the group rolled out its \u200b<span>\u201c<\/span>Freeze the Rent\u201d campaign in February, New York\u2019s Democratic mayoral primary has effectively narrowed to a\u00a0two-person race between former Gov. It wasn\u2019t a\u00a0tough sell; Darfour lives in a\u00a0rent-stabilized building where she fears the landlord wants to displace longtime residents. Now, she\u2019s running canvasses in Brooklyn as a\u00a0field lead for the campaign. Her rapid evolution from fed-up tenant to dedicated organizer is proof of concept for the \u200b<span>\u201c<\/span>Freeze the Rent\u201d campaign\u2019s larger goal: to turn renters into an electoral force powerful enough to strike fear in the hearts of the state\u2019s entrenched, landlord-friendly political\u00a0establishment.<\/p>\n<p><span>\u201c<\/span>If we can get this done, it is going to change the landscape of politics in New York City,\u201d Joanne Grell, a\u00a0co-chair of the rent freeze campaign, told me when I\u00a0met her in March. \u200b<span>\u201c<\/span>So we are guns\u00a0blazing.\u201d<\/p>\n<\/div>\n<div>\n<p>When I\u00a0spoke with her again in early June, a\u00a0historic Mamdani upset looked more and more possible each\u00a0day.<\/p>\n<p><span>\u201c<\/span>It absolutely feels like a\u00a0reckoning,\u201d Grell says. She paused, then corrected herself. \u200b<span>\u201c<\/span>It is absolutely going to be a\u00a0reckoning.\u201d<\/p>\n<\/div>\n<div>\n<\/div>\n<div>\n<p>New York boasts more rent-stabilized apartments than any other U.S. city\u2009\u2014\u2009roughly <span>1<\/span>\u00a0million units, making up some <span>41<\/span>% of all city rentals, provide homes for some <span>2<\/span>.<span>4<\/span> million tenants. Grell is among them: her over <span>20<\/span>\u00a0years spent in one such apartment allowed her to put her two children through college as a\u00a0single mother, she says. In <span>2002<\/span>, she paid roughly $<span>975<\/span> a\u00a0month; she now pays just over $<span>1<\/span>,<span>700<\/span> for a\u00a0two-bedroom apartment.<br\/><\/p>\n<\/div>\n<div>\n<p>While the New York City mayor doesn\u2019t directly control rents in stabilized units, he or she makes appointments to the city\u2019s Rent Guidelines Board, which votes annually on whether to allow increases. Every year, housing justice groups turn members out in droves to public meetings discussing whether rent adjustments are warranted based on economic conditions. Under this sustained pressure from tenant groups, former mayor Bill de Blasio\u2019s board froze rents three times and never raised them more than <span>1<\/span>.<span>5<\/span>% in any year. Current Mayor Eric Adam\u2019s board, however, has already increased them by <span>9<\/span>%.<\/p>\n<p>The next mayor could appoint as many as eight people to join the nine-member Rent Guidelines Board, a\u00a0complete overhaul. Therefore, a\u00a0rent freeze is a\u00a0tangible, \u200b<span>\u201c<\/span>commonsense\u201d (according to economists) campaign promise that could save millions of tenants anywhere from $<span>212<\/span> to $<span>590<\/span> a\u00a0month by <span>2030<\/span>, according to the Community Service Society.<\/p>\n<p>To accomplish this, Tenant Bloc coalesced last year around a\u00a0three-part plan of attack. First, collect pledges from primary voters in rent-stabilized apartments to only support candidates who endorse a\u00a0four-year rent freeze. Second, issue endorsements to any candidates who fully back the demand and turn out tenants to vote. Santiago\/Getty Images<\/span>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div>\n<p>The backdrop for the rent freeze campaign comes from a\u00a0<span>2019<\/span> victory that set the bar for what\u2019s possible. That year, the state legislature passed the , which permanently closed legal loopholes that had led to the loss of more than <span>310<\/span>,<span>000<\/span> stabilized New York City apartments since\u00a0<span>1994<\/span>.<\/p>\n<p>It was one of the most sweeping state-level victories for New York tenants in decades. And it was made possible by the electoral drubbing that real-estate-backed candidates had taken the year before, according to Cea Weaver, who serves as director of Tenant Bloc after leading its <span>501<\/span>\u00a9<span>3<\/span> counterpart, Housing Justice for All. In <span>2018<\/span>, a\u00a0group of six progressive Democratic primary challengers, most of whom had sworn off real estate donations, toppled a\u00a0caucus of eight centrist Democrats in the state Senate, sending shockwaves through\u00a0Albany.<\/p>\n<p>Weaver believes the stunning upset at the voting booth cleared the way for legislative victory. But in <span>2024<\/span>, when the housing movement went to bat for \u200b<span>\u201c<\/span>good cause\u201d eviction protections, the victory was more muted. Without a\u00a0similar electoral show of force fresh in the minds of legislators, the landlord lobby managed to water down the measures\u00a0substantially.<\/p>\n<p><span>\u201c<\/span>Absent big electoral victories with the wind behind us, absent a\u00a0big crisis, our power was only relational,\u201d says Weaver. \u200b<span>\u201c<\/span>We didn\u2019t want to go back to Albany until they knew they should give us what we want because we represent a\u00a0decisive voting\u00a0block.\u201d<\/p>\n<\/div>\n<div>\n<p>Russell Weaver (no relation to Cea), a\u00a0director of research at Cornell University\u2019s School of Industrial and Labor Relations, echoes this point in a\u00a0recent analysis of \u200b<span>\u201c<\/span>the untapped potential of the tenant electorate,\u201d co-published with the tenants\u2019 rights lobbying group Tenants PAC. In his breakdown of results from New York\u2019s statewide elections in <span>2022<\/span>, widely cited in Tenant Bloc circles, Weaver found that homeowners were nearly twice as likely to vote as renters. But tenants turned out in demonstrably greater numbers when they had the chance to vote for candidates running on renter-friendly platforms, Weaver found, cutting the turnout gap between homeowners and renters nearly in half in such\u00a0races.\u00a0<\/p>\n<p>In other words, \u200b<span>\u201c<\/span>tenants are a\u00a0sleeping giant,\u201d says Tenant Bloc\u2019s Weaver.\u201cIf you could wake up the tenant vote, that would be an unstoppable force in New York\u00a0politics.\u201d<br\/><\/p>\n<\/div>\n<div>\n<\/div>\n<div>\n<p>To rouse the giant, Tenant Bloc is running a\u00a0sprawling ground game to turn tenants out to vote for a\u00a0rent freeze. Since February, the campaign\u2019s <span>20<\/span> field leads have been coordinating canvasses across the city, drawing hundreds of unique\u00a0volunteers.\u00a0<\/p>\n<p>On the May canvass I\u00a0observed in Crown Heights, Dufour, one of those field leads, utilized an app on her phone to cross reference Democratic voter registration records with the location of rent-stabilized apartments, allowing her to zero in on the most promising doors. Community Action for Safe Apartments (CASA)\u2009\u2014\u2009the group that recruited Grell into tenant organizing and one of four groups co-chairing the rent freeze campaign\u2009\u2014\u2009has garnered thousands of signatures from community colleges alone. Delsenia Glover, former executive director of Tenants <span>&amp;<\/span>\u00a0Neighbors, a\u00a0statewide tenant advocacy group and another co-chair organization, is helping lead canvasses of rent-stabilized units throughout her own <span>1<\/span>,<span>716<\/span>-unit complex in Harlem, a\u00a0historic Black neighborhood on the frontlines of gentrification. Where Black people made up more than three-quarters of the neighborhood\u2019s population <span>25<\/span>\u00a0years ago, they now represent half.<\/p>\n<p><span>\u201c<\/span>The people who are part of the movement are mainly people who live in affordable housing,\u201d says Glover. \u200b<span>\u201c<\/span>They want to protect where they\u00a0live.\u201d<\/p><p>Read more <a href=\"https:\/\/summitrelocationtimess.com\/?p=155\">The Socialist Electoral Movement Is on the Move in New York City<\/a><\/p>\n<p>CAAAV Voice, the city\u2019s only working-class Asian tenant organization and another campaign co-chair, runs canvasses three times a\u00a0week; by May, they surpassed their organizational goal of <span>5<\/span>,<span>000<\/span> signatures. The group has made deep inroads in neighborhoods where  such as Astoria, Queens\u2009\u2014\u2009which Mamdani represents in the state legislature\u2009\u2014\u2009and Manhattan\u2019s\u00a0Chinatown.<\/p>\n<\/div>\n<div>\n<p>In these areas, longstanding Asian-American and Asian immigrant communities are steadily being priced out of unregulated units. Alina Shen, the group\u2019s organizing director, cites rent stabilization as the only reason her grandmother still lives in\u00a0Chinatown.<\/p>\n<p>But as Shen and other organizers began meeting with mayoral candidates last year to talk about a\u00a0rent freeze, most of them \u200b<span>\u201c<\/span>ignored us or thought this was a\u00a0ridiculous concept,\u201d she\u00a0says.\u00a0<\/p>\n<p>By making a\u00a0rent freeze one of the centerpieces of his campaign, Mamdani has helped set the terms of debate in the race. Aside from Cuomo, all the leading candidates have agreed at least a\u00a0one-year rent freeze was necessary, but none other than Mamdani has embraced a\u00a0full four-year pause. Yet this growing support has also often been carefully dampened or outright reneged. City comptroller Brad Lander, which Tenant Block is encouraging renters to rank second, said he would back a\u00a0four-year rent freeze if the data supports it and didn\u2019t mention the issue at either debate. And I\u00a0think that there\u2019s real potential for us to emerge [from the rent freeze campaign] with a\u00a0shared analysis of who we\u2019re up against and what we\u2019re fighting\u00a0for.\u201d<\/p>\n<p>But, in the interim of that organizational rise, the rent freeze campaign still needed a\u00a0mayor.<\/p>\n<\/div>\n<div>\n<\/div>\n<div>\n<p>On the evening of May <span>15<\/span>, over <span>500<\/span> tenants packed into the cavernous hall of Riverside Church in Morningside Heights. Bright red signs spelling out \u200b<span>\u201c<\/span>Freeze The Rent\u201d in English, Mandarin and Spanish adorned the dais. About halfway through, Grell, the night\u2019s emcee, took the mic to introduce the next\u00a0speaker.\u00a0<\/p>\n<p><span>\u201c<\/span>We are thrilled and honored to welcome someone who has been a\u00a0leader in the fight for a\u00a0rent freeze since the very beginning,\u201d she announced. \u200b<span>\u201c<\/span>He\u2019s the only candidate to actually pledge a\u00a0four-year rent freeze in the entire race. So please, give a\u00a0huge Tenant Bloc welcome to the assemblymember and next mayor of New York City: Zohran\u00a0Mamdani!\u201d<\/p>\n<\/div>\n<div>\n<p>As Mamdani stepped up to the podium that night, the crowd leapt to their\u00a0feet.<\/p>\n<p><span>\u201c<\/span>We know in this city, a\u00a0rent freeze is not given,\u201d Mamdani said in his speech, his voice ricocheting off the church\u2019s far-away ceiling. \u200b<span>\u201c<\/span>It has to be won. And on June <span>24<\/span>, that rent freeze is on the\u00a0ballot.\u201d<\/p>\n<p>Tenant Bloc had bestowed an official endorsement on Mamdani a\u00a0week prior.<br\/><\/p>\n<\/div>\n<div>\n<p>Since then, the group worked with Mamdani\u2019s campaign on a\u00a0viral rent freeze video that dropped in late May, garnering over <span>13<\/span> million views on X. It features several tenant organizers, including Grell, who opened up her rent-stabilized building in the Bronx for a\u00a0day of\u00a0filming.<\/p>\n<p>Rent freeze canvassers have also begun distributing glossy leaflets with instructions to rank Mamdani first, Lander, who also spoke at the rally, second, and, in bold, not to rank Andrew Cuomo. (During the Crown Heights canvass, many needed no such instruction\u2009\u2014\u2009multiple people responded with a\u00a0hearty \u200b<span>\u201c<\/span>hell no!\u201d when asked if they planned to rank\u00a0Cuomo).<\/p>\n<p>It\u2019s a\u00a0point the campaign has been hammering home for months\u2009\u2014\u2009the Riverside Church endorsement rally ended with organizers leading the crowd in a\u00a0thunderous anti-Cuomo tune for over five\u00a0minutes:<\/p>\n<p><em><span>\u201c<\/span>Oh the rent! Oh the rent! Oh the rent is too damn\u00a0high!<\/em><\/p>\n<p><em>Because of Cuomo! Because of Cuomo! At the beginning of June, the New York Apartment Association\u2019s (NYAA) super PAC flooded the Cuomo campaign with $<span>2<\/span>.<span>5<\/span> million, then the largest donation in the race. Kenny Burgos, NYAA\u2019s CEO, is calling for at least a\u00a0<span>6<\/span>% rent increase in rent-stabilized apartments this year\u2009\u2014\u2009and incidentally, Cuomo is the only leading candidate to not promise any form of rent freeze, calling it \u200b<span>\u201c<\/span>politically convenient\u201d. <\/p>\n<p>As for how Cuomo plans to address the housing crisis, the former governor caught flak when he published his ideas earlier this year because it quickly became apparent, as the <em>New York Times <\/em>reported, that ChatGPT helped write\u00a0them.<br\/><\/p>\n<\/div>\n<div>\n<p><span>\u201c<\/span>I know how to get things done,\u201d Cuomo said when asked about housing at the first debate. \u200b<span>\u201c<\/span>That\u2019s what this election is all about. Not plans, plans, plans, [but] who can get something\u00a0done.\u201d<\/p>\n<p>What has Cuomo done on housing? As Tracy Rosenthal recently reported in <em>The Nation<\/em>, during Cuomo\u2019s first two terms, he cut funding for the state agency that oversees NYC\u2019s rent stabilization laws by <span>62<\/span>%. Rents went up <span>33<\/span>%. He cut contributions to homelessness services in the city and had overseen a\u00a0<span>35<\/span>% increase in the city\u2019s shelter population by the end of his first term, along with a\u00a0<span>50<\/span>% increase in overall city homelessness over his\u00a0tenure.<br\/><\/p>\n<\/div>\n<div>\n<p><span>\u201c<\/span>The crisis we have in New York right now with the housing system is a\u00a0crisis that Andrew Cuomo created,\u201d says Weaver. \u200b<span>\u201c<\/span>We live in Cuomo\u2019s\u00a0world.\u201d<\/p>\n<p>As governor, Cuomo\u2019s most pro-tenant act was agreeing to sign the <span>2019<\/span> tenant protections into law, and he did so against the stated wishes of the real estate lobby. In the meantime, though, it seems Tenant Bloc will, at the very least, be able to walk away from this electoral fight with growing proof that they can, as Weaver puts it, \u200b<span>\u201c<\/span>activate a\u00a0tenant identity.\u201d<\/p>\n<\/div>\n<div>\n<p>In a\u00a0February poll, Emerson asked likely NYC Democratic primary voters what the most important issue facing the city was. The top two answers were housing affordability, at <span>23<\/span>%, and crime, barely behind at <span>22<\/span>.<span>3<\/span>%.
