On a\u00a0late-May morning in the bustling commercial district of Boston\u2019s Jamaica Plain neighborhood, David Nollman flags down pedestrians to gather signatures on a\u00a0petition. The 78<\/span>-year-old is soliciting support for efforts to preserve the affordability of the Forbes Building, a\u00a0nearby subsidized apartment that houses mostly elderly and disabled residents, which he\u2019s called home for 11<\/span>\u00a0years.<\/p>\n

\u201c<\/span>I try to catch people before they go by and say, \u200b\u2018<\/span>What we\u2019re actually trying to do is to save 147<\/span> units of affordable housing for elderly people who may end up on the street,\u2019\u201d says Nollman. \u200b\u201c<\/span>If they\u2019re already past, most of the time they\u2019ll stop and come\u00a0back.\u201d<\/p>\n

Between conversations with passersby young and old\u2009\u2014\u2009many of whom sign the petition\u2009\u2014\u2009Nollman traces the history of the tenants\u2019 affordability\u00a0struggle.<\/p>\n<\/div>\n

\n

The Forbes Building was built in 1976<\/span> with funding from the state\u2019s former , which offered low-cost financing and debt subsidy to developers in exchange for keeping housing affordable long term. That affordability offered a\u00a0lifeline to Nollman, a\u00a0former software documentation manager who moved there after a\u00a0divorce, two heart attacks, and two bouts with cancer left him in dire financial\u00a0straits.<\/p>\n

But when 13<\/span>A affordability restrictions expire, typically after 40<\/span>\u00a0years, owners to convert their units to market-rate rents following a\u00a0short waiting period. The Forbes Building\u2019s affordability restrictions officially ended in 2022<\/span>, according to the Mass Alliance of HUD Tenants, which has aided Forbes tenants in fighting for rent protections. As the mortgage\u2019s expiration date neared, Forbes Building residents began to organize, Nollman says, though it was not a\u00a0simple process.<\/p>\n

\u201c<\/span>Our tenants were nervous. They thought they might be evicted,\u201d he recalls. \u200b\u201c<\/span>They didn\u2019t understand what rights they had. It took us about a\u00a0year to get enough people organized to become an effective tenant organization. Most of the tenants were elderly, so we became an activist organization largely made up of older\u00a0people.\u201d<\/p>\n

Once organized, the group held rallies, fighting year after year to raise awareness throughout the drawn-out process. The petition Nollman gathered signatures for called on the owner to \u200b\u201c<\/span>close the deal\u201d on the state and city subsidy and rental vouchers offered in January 2025<\/span>, which would preserve the building\u2019s affordability and increase subsidies for tenants currently paying more than 30<\/span> percent of their\u00a0incomes.<\/p>\n

Although he was nominally an activist in his younger days, Nollman says he mostly stopped short of \u200b\u201c<\/span>anything that required getting arrested or really putting [myself] on the line.\u201d But, he says, \u200b\u201c<\/span>Now I\u2019m 78<\/span>\u00a0years old. What motivates me now is wanting justice for the people in this\u00a0building.\u201d<\/p>\n<\/div>\n

In June, some agreements were secured between tenants\u2019 association members, city officials, and the Forbes ownership and development team, according to Michael Kane, executive director of Mass Alliance of HUD\u00a0Tenants.<\/p>\n

A building renovation project is expected to be complete in early 2027<\/span>, at which time a\u00a0large percentage of units will be available to low-income tenants through the state\u2019s rental voucher program or Section 8<\/span>\u00a0vouchers, according to a\u00a0meeting summary Kane shared. The owner and project developer also agreed to discuss with state officials the possibility of an earlier allocation of subsidies for Forbes tenants who currently pay more than 30<\/span> percent of their income on\u00a0rent.<\/p>\n

\u201c<\/span>The petition and direct advocacy by the tenants worked,\u201d says\u00a0Kane.<\/p>\n

Shelterforce<\/em> reached out to the Forbes Building owner for comment but did not receive a\u00a0response by press\u00a0time.<\/p>\n

Across the United States, older adults like Nollman are rising up to fight rent increases and evictions, challenge abusive landlords, demand improvements to poor conditions in their buildings, and work for better housing\u00a0policies.<\/p>\n

\u201c<\/span>Over my 17<\/span>\u00a0years in organizing, seniors have always played a\u00a0crucial role,\u201d says Nick MacLeod, executive director of the North Carolina Tenants Union, a\u00a0statewide group that helps organize local unions. \u200b\u201c<\/span>Their involvement is growing because \u2026 the breadth and depth of the housing affordability crisis is getting so much worse. There are more seniors pushed up against a\u00a0wall.\u201d<\/p>\n

Elder activism can also stem from desperation and a\u00a0lack of alternatives, says Pablo Estupi\u00f1an, deputy director of organizing and advocacy at Strategic Actions for a\u00a0Just Economy (SAJE), a\u00a0Los Angeles\u2009\u2013\u2009based organization that blends policy research and organizing for economic\u00a0justice.<\/p>\n

\u201c<\/span>Often, when you\u2019re an elder, the apartment you are renting is the most affordable, right? If you get evicted or \u2026 displaced, you\u2019re not going to find an affordable home anymore. That\u2019s the reality,\u201d says Estupi\u00f1an. \u200b\u201c<\/span>When people are facing eviction, it\u2019s like, \u200b\u2018<\/span>Where do I\u00a0go? I\u00a0can\u2019t afford to live anywhere else.\u2019 \u2026 Displacement is where the threat of eviction really worries people. There\u2019s nowhere to go\u2009\u2014\u2009or you go to the\u00a0streets.\u201d<\/p>\n

And sometimes, as with Nollman, the decision to step up and act is fueled by accumulated wisdom and a\u00a0strong sense of justice among older adults, for others as well as for\u00a0themselves.<\/p>\n

\u201c<\/span>We have a\u00a0righteous purpose,\u201d says Edgar \u200b\u201c<\/span>Skip\u201d Mosshamer, an 82<\/span>-year-old Wisconsin resident who\u2019s become active in senior housing issues. \u200b\u201c<\/span>The basic word is \u200b\u2018<\/span>right\u2019\u2009\u2014\u2009some things are right and some things aren\u2019t. The way this country treats elderly people is shameful, indefensible, and politically\u00a0changeable.\u201d<\/p>\n<\/div>\n

Tenant Resistance Grows in North Carolina<\/div>\n<\/div>\n

In Durham, North Carolina, low-income seniors living at Ashton Place senior housing recently formed a\u00a0tenant union to demand attention to maintenance, safety, and accessibility\u00a0issues.<\/p>\n

For tenant leader Debra Davies, 67<\/span>, the impetus to enter the fight for housing justice couldn\u2019t be more personal. In 2024<\/span>, shortly after she moved in, she says her 39<\/span>-year-old son died after being trapped in the building\u2019s laundry room when an electronic door\u00a0malfunctioned.<\/p>\n

\u201c<\/span>So that\u2019s how I\u00a0got started in this,\u201d she says, \u200b\u201c<\/span>but my fight isn\u2019t just for my son. It\u2019s for the residents who still live here\u2009\u2014\u2009because we continue to have malfunctioning doors, maintenance problems, cleaning issues, and disrespect. We\u2019re brushed aside because we\u2019re\u00a0seniors.\u201d<\/p>\n

While working to pursue justice for her son\u2019s tragic death, for which the building\u2019s nonprofit developer and its lawyer have denied responsibility, Davies has also become a\u00a0leader in the tenant\u00a0union.<\/p>\n<\/div>\n

\n

Today, tenants say, the building management is balking at signing a\u00a0contract that would require them to negotiate with the tenant union in good faith and not retaliate against tenants for union participation. Shelterforce<\/em> reached out to the developer, Downtown Home Improvement Corporation Inc., and its lawyers but did not receive a\u00a0response back before press\u00a0time.<\/p>\n

\u201c<\/span>I mean, all it was asking was for them to say, \u200b\u2018<\/span>We won\u2019t retaliate.\u2019 And just that simple, they refused,\u201d Davies\u00a0says.<\/p>\n

The tenants have begun an email and phone campaign to flood management with messages urging them to come to the table and\u00a0negotiate.<\/p>\n

Davies had some experience with activism in previous work helping formerly incarcerated people understand their rights as they reentered their communities. But after retiring, she thought that sort of effort was behind\u00a0her.<\/p>

\u201c<\/span>I\u2019ve always been kind of a\u00a0fighter for the underdog. That\u2019s just who I\u00a0am,\u201d she says. \u200b\u201c<\/span>I just look forward to when things finally get all in place, where we can kind of relax a\u00a0little bit and enjoy being seniors and not have to fight for the\u00a0basics.\u201d<\/p>\n

Despite the current contract stalemate, the tenants have racked up some victories, Davies says. A\u00a0trash issue was resolved, though there\u2019s been some backsliding. They succeeded in obtaining fencing and lockable doors around their patios and in getting security cameras to be properly functioning and not \u200b\u201c<\/span>duds\u201d just there for show. And in-unit ceiling fans, previously locked on high speed, have been fixed so residents can control them. But there are still many other maintenance and security issues on the\u00a0table.<\/p>\n

Beyond the email and phone barrage, actions may escalate to rallies and even rent withholding. Davies says three-quarters of the building\u2019s tenants are involved in the new union, and they\u2019re ready to give the landlords a\u00a0run for their\u00a0money.\u00a0<\/p>\n

\u201c<\/span>They assume we\u2019re the seniors of old\u2009\u2014\u2009that we\u2019ll sit back and take it and not be fighters. But we\u2019re baby boomers. We\u2019re not like that,\u201d she says. \u200b\u201c<\/span>They think we\u2019re going to roll over and accept poor treatment. We are not those kinds of\u00a0seniors.\u201d<\/p>\n

In Winston-Salem, North Carolina, older adult tenants in several public housing complexes are demanding respect, as well as maintenance and repairs they say are long overdue. The union is organizing for improvements to cleanliness and plumbing, as well as for the freedom to participate in the union without intimidation. The union\u2019s tactics so far have included petitions, speak-outs, rallies, and press\u00a0coverage.\u00a0<\/p>\n

\u201c<\/span>There was a\u00a0lot of control, manipulation, and mistreatment of the residents,\u201d says Edith Chisholm, a\u00a078<\/span>-year-old who leads her tenant union, Healy Towers United. The resistance, she says, \u200b\u201c<\/span>started with me personally. And then it began to spread to all the residents as time went on. They\u2019ve gotten a\u00a0little stronger since they realized that I\u00a0have not quit. I\u00a0let [the housing authority] know that I\u00a0was not afraid. I\u00a0was not going to be\u00a0disrespected.\u201d<\/p>\n

Healy Towers United has succeeded in removing a\u00a0maintenance supervisor they say was abusive and threatening. Ted Ortiviz, executive director of ASPIRE, the Winston-Salem housing authority, confirmed that the maintenance supervisor who was the subject of resident complaints was removed while an investigation took place, and has since retired. He rebuts the residents\u2019 accusations,\u00a0however.\u00a0<\/p>\n

\u201c<\/span>I can state emphatically that we found no pattern of intimidation or retaliation by this employee,\u201d Ortiviz\u00a0says.<\/p>\n

Tenants and organizers say other positive changes have come about recently. New maintenance staff is friendly and cooperative, and the cleanliness and maintenance issues are \u200b\u201c<\/span>beginning to improve,\u201d says tenant leader Dennis\u00a0Threatt.\u00a0<\/p>\n

Tenants and organizers express hope that the housing authority will sign a \u200b\u201c<\/span>neutrality\u201d agreement soon that guarantees there will be no retribution against tenants for engaging in union activities. But Ortiviz says he doesn\u2019t believe one is\u00a0necessary.<\/p>\n

\u201c<\/span>There\u2019s no reason for an agreement,\u201d he says. \u200b\u201c<\/span>We abide by HUD regulations and North Carolina law. Any type of retaliatory eviction is illegal and morally wrong. If I\u00a0find out it\u2019s taking place, we\u2019ll take\u00a0action.\u201d<\/p>\n

Meanwhile, organizers say tenant union membership continues to\u00a0grow.<\/p>\n

\u201c<\/span>We saw the biggest uptick in union membership in recent months, in large part due to the resident organizing led by Edith and Dennis,\u201d says Matt Shields, an organizer with the North Carolina Tenants\u00a0Union.<\/p>\n<\/div>\n

Fighting for Policy Change in Los Angeles<\/div>\n<\/div>\n
\n

In Los Angeles, the senior renters Estupi\u00f1an works with helped SAJE compile a\u00a02025<\/span> on the feasibility of an exemption for rent increases for low-income seniors and disabled tenants in Los Angeles, similar to New York City\u2019s Senior Citizen Rent Increase Exemption.<\/p>\n

Now, these senior renters, most of them immigrants, are organizing to push for the L.A. City Council to take up the proposal this fall. Over the summer, Estupi\u00f1an says, they\u2019ll be gearing up to conduct rallies, meet with councilmembers, and testify at council\u00a0hearings.<\/p>\n<\/div>\n

Helping Neighbors in Wisconsin<\/div>\n<\/div>\n

In Williams Bay\u2009\u2014\u2009a village of 3<\/span>,000<\/span> people on the shore of Geneva Lake, Wisconsin\u2009\u2014\u2009Skip Mosshamer has ramped up his involvement in local and state housing justice in recent years. Although his housing situation is stable, the retired education and business professor is concerned about the struggles of others in his community, where housing prices are above the national average, rental units are scarce, and just over one-quarter of households earn less than $44<\/span>,000<\/span> per\u00a0year.<\/p>\n

\u201c<\/span>My relationship with housing movements is relatively recent,\u201d Mosshamer says. \u200b\u201c<\/span>It came to me in a\u00a0rather shocking way. I\u00a0found out some stats about where I\u00a0live. More than half of [the] people who work here can\u2019t live here. In a\u00a0personal conversation, a\u00a0county official mentioned that 250<\/span> or 300<\/span> families couldn\u2019t find a\u00a0place to settle down and keep warm. They were living in cars or bunking with family members\u2009\u2014\u2009whatever they could\u00a0find.\u201d<\/p>\n

He began talking with people to gather more information and determine what he could\u00a0do.<\/p>\n

\u201c<\/span>The way I\u00a0effect political change is by talking with one person at a\u00a0time. I\u00a0seek out people who are influential and see if I\u00a0can influence them to do things differently,\u201d he\u00a0says.<\/p>\n<\/div>\n

\n

He met Tom Gaulke, a\u00a0Lutheran pastor and organizer who, in 2024<\/span>, was gathering people to push for better transportation options for seniors in the rural area. Grassroots pressure from the group, which grew into the Groundswell Collective, led the county board of supervisors to fund the expansion of a\u00a0low-cost weekday van service to Sundays, helping older adults get to church, run weekend errands, and visit with loved\u00a0ones.<\/p>\n

Mosshamer is now active in both the local Groundswell Collective and the statewide Senior Empowerment Project. Groundswell has been working for the past year on a\u00a0campaign to convert a\u00a0vacant wing of a\u00a0nearby nursing home into a\u00a0combined childcare center and older-adult living space, an intergenerational housing arrangement to address much-needed care on both ends of the age spectrum. Through petitions, research, one-to-one meetings with officials, and testimony at county board hearings, the group\u2019s efforts have led to one victory so far: The county board has approved funding for a\u00a0feasibility study of the\u00a0project.<\/p>\n

Organizing efforts are spreading across Wisconsin. Mosshamer helped facilitate senior summits in different parts of the state last year. Housing affordability and challenges of aging in place emerged as top\u00a0concerns.<\/p>\n

He sees Wisconsin seniors\u2019 power\u00a0growing.<\/p>\n

\u201c<\/span>Having had the summits, now we have information. We have some authority because people who showed up represent a\u00a0power base that can\u2019t be ignored. It will only grow in size and shape,\u201d he\u00a0says.<\/p>\n

\u201c<\/span>There are some people who dismiss me or people like me. They may find us feeble. But people who are my age are standing up for what they believe. At the summits, some started out not saying much but slowly grew into their voices. That was energizing. Now we have to keep that\u00a0momentum.\u201d<\/p>\n<\/div>\n
